Believe it or not, but the Tommy Gun has very controllable recoil thanks to the fact that it weighs over ten pounds loaded. Rate of fire? Similar to a garden variety MP5 and lower than a lot of cutting edge guns like the P90.
Most WWII SMGs are very controllable compared to their modern counterparts, but it comes at the cost of weight.
